VELMAND unifies permit intake, plan review, issuance, inspections, code enforcement, and payments on a single governed record, and it is engineered so that every fee it computes and every determination it issues can be independently verified.

Legacy permitting systems fragment a project across disconnected trade permits, defer fees until approval, and ask applicants and officials alike to rely on figures they cannot check. VELMAND takes a different approach: full cost transparency at intake, deterministic review against each jurisdiction's currently adopted code edition, and a system of record whose integrity is provable rather than asserted.

Key capabilities include:

1) Cost transparency at intake. Every applicable fee, including impact fees, is computed and disclosed when an application is submitted, not deferred to approval.

2) Deterministic plan pre-review. Each submittal is checked against the county's currently adopted code edition, citing the specific section against the measured value, before a reviewer opens the file.

3) Cryptographically verifiable records. Every consequential determination is signed with an Ed25519 signature and sealed into a tamper-evident, hash-chained ledger. VELMAND publishes a live cryptographic self-check: the sample determination on velmand.com is verified against VELMAND's published public key in the visitor's own browser, and an altered record fails the check.

4) Unified project record. A build is one project rather than four permits blocking one another, with dependent permits sequenced automatically.

5) Governed, contained AI. VELMAND's assistant reasons only over a jurisdiction's adopted code and its own project record. It cites the section it relied on or it declines to answer.

6) Enterprise security and data governance. Each jurisdiction's data is isolated at every layer and encrypted at rest under a per-jurisdiction key, and a jurisdiction can render its own records permanently unrecoverable for records retention. Every response is served with a hardened security-header set.

7) Human authority where the law requires it. A credentialed official holds the decision on issuance, on the certificate of occupancy, and on code-enforcement citations.

8) Configured, not coded. Counties manage their own permit types, fee schedules, workflows, inspection checklists, and adopted code editions as data, without vendor development cycles.
